RP1 Hot Pursuit Smoke

I added a smoke burst for when the enemy catches the player, also plan on adding fireworks (or something) on the coin positioned over the jump, and also may add a swirling scroll for the win

Firefly effect with random lifetime and size along with color change over time and noise.
